I would add that, especially on the W coast and in Alaska, one must add numerous State agencies and laws to the confusing mix of Federal agencies and laws.

There are occasional bright spots in resource management.  Here in Alaska, fisheries management has been slowly beginning to look at ecosystem management concepts; unfortunately, both the political climate and low funding levels here prevent rapid movement in the direction of comprehensive ecosystem management concepts.

I do think that it is important to move carefully and methodically; simply clumping numerous agencies raises the nightmarish possibility of a gigantic Federal agency that could prove even less responsive and responsible than the mess that exists now.  There do exist workable and proven management models that could easily be incorporated into the structure of an uber-agency, and they should not be ignored.</description>
